This is the build I’ve recently switched to for Heavy Guns, and the special stats also work for melee, unarmed, and shotgun builds. Originally I had 15 Int, but since max Int doesn’t matter for the selling price of craftables (and you’re not crafting your end game weapons anyway) it’s just there for xp and relevant perks.

I’m still not sure Scrapper does anything but I make sure it’s on all my builds as I’m constantly scrapping things to make inventory space, and Green Thumb in a nuke zone is pretty handy. So far I haven’t made the switch to ultracite ammo, but when I do I’ll need all the extra flux I can get. I also pick Rejuvenated over Revenant as I can only die on Sheepsquatch fights if everything goes wrong, and even then I’d rather have extra food/drink bonus that’s easy to get with your preferred food mutation.

I also roll with A LOT of radaways and stimpacks at all times as well as pick up chems to craft together and such, so Traveling Pharmacy beats out Pack Rat as my inventory perk of choice.
