This build is all about doing damage from distance, be hidden and discover Appalachia on your own!
So let’s go through each S.P.E.C.I.A.L’s and their perks:
Strength: Definitely not the most important part of the build but a decent amount of points make your life easier by gathering stuff! Also I’ve spent the first point for each shotgunner perk. Of course it’s a sniper build, but in the end there are situation where enemies will come close to you. So you’re a little bit safer in this situations if you can use your shotgun to kill them all (of course you can replace it with meele perks). Pack rat is also no an auto include just a perk to make life in the wasteland a little bit easier.
Perception: This is one of your two main attributes for this build. It will improve your awareness of nearby enemies. Furthermore some of the most important perks are in this attribute. First of all the three Riflemen perks which gives you more damage by using rifles. I think it’s fine to leave each by 2 stars to have some more space for other perception perks. Long Shot and sniper are specifically sniper perks and tank killers gives you more damage. Speaking of damage: damage is king in this build. Most of the times you want to one-shoot your enemy. Finally I’ve included the first Picklocks into this attribute. It’s not really necessary but for me it’s kind of annoying to change the perks every time I have to unlock something.
Endurance: Aquaboy/Aquagirl included just for fun and take a nice, fresh bath from time to time 😉 Slow metabolizer works really well if you plan to craft corn soups. Corn soups in general gives you 10% food and 15% drink. So with Slow metabolizer it will be 15%/15%. In the end, I have a little corn farm and doesn’t need anything else to consume to satisfy hunger and thirst.
Intelligence: Gunsmith is really nice cause you don’t have to worry about your guns a little bit less.
Agility: The second main attribute. Action Boy/Action Girl gives you more APs and more APs are always good in Fallout (especially if you have to run away to kill enemies from distance). Also all sort of sneak perks like Covert Operative, Escape Artist, Mister Sandman and sneak are part of this attribute. If you have a lot of agility I think Evasive is a must have perk because it gives you so much resistance points.
Luck: Not that important if you don’t use V.A.T.S but there are some good perks to go with. Bloody mess gives you extra damage for all of your weapons (so you don’t have to invest these points for the rifleman perks. Class Freak and Starched Genes are perfect when you start trying out mutations.
Mutations: In the end you can experiment with a lot of mutation. For me it makes sense to have at least Bird Bones because it gives you 4 agility points so you are better in sneaking and eagle eye for more perception. Also I love marsupial. The extra jump height can be really good as sniper because you can jump go higher points to shoot the enemies from there.
