This guide is built around the idea of making a solo PvP build that specializes in mobility and DPS. There’s decent survivability built in as well. Should make your character play like a true Soldier 76, and veteran dog of war carrying an automatic rifle.
Strength … we need only Blocker for that sweet sweet 45% damage reduction from melee weapons. Trust me, this is important in PvP.
Perception… this is our main stat for damage. We will actually need to max Perception due to all the perks here in this build and each one will help make this character into a scary DPS machine. 9 points will be for equipping all three Commando perks like Expert Commando and also Master Commando. This will make you do 60% more damage with your automatic rifles. Ground Pounder lets you reload faster, which again is important for your DPS. Finally Tank Killer lets you ignore a whooping 36% of enemy armor… and gives you a 9% chance to stagger. You’ll be mowing people down with these perks. On top of that, as Soldier 76, you definitely “got them in your sights” because 15 perception means your VATS will have insanely high accuracy… you’re basically an aimbot.
Endurance … Adamantium Skeleton is soooo important. Getting crippled in a PvP fight could easily be the end of the fight. Being immune to limb damage makes you an Overwatch character with no limb hitboxes. You still get headshot damage but no crippling. Fireproof is also a vital perk. Fire is pain… Fire damage ignore damage resistance and I don’t think it counts as energy damage either… it’s in it’s own category so having that 60 fire resistance is going to be super nice.
Charisma wise you really only need 2 perks. Lone Wanderer for that sweet 20% damage resistance and 30% bonus action point regen. You’ll also want Field Surgeon as it helps you stim up much faster… which can be the difference between stimming and dying from a headshot or stimming and healing just enough hp to stay alive.
Intelligence you want to have at 5 intelligence regardless of any build in Fallout 76 simply because you want to have access to Gunsmith when you’re not fighting in PvP by swapping in that card. For PvP situations and for when you’re not sitting in your CAMP, you’ll want First Aid for that 45% extra heal from stimpacks. On top of that since we’re going for 5 intelligence anyway, we can take 2 ranks of Demolition Expert for 40% extra explosives damage, since as Soldier 76 you’ll be lobbing grenades around corners that enemy players will hide behind. We won’t be maxing out Demolition Expert simply because there are other perks that are more optimal.
Agility is our second main stat but not just for damage it’s also for Soldier 76’s notorious sprinting and endurance in sprinting. We all know how dangerous flanking with mobility can be. You will want Action Boy/Action Girl for that 45% extra regeneration on your AP. Dodgy will reduce 30% of damage you take while you still have AP up. Since you have both Lone Wanderer and Action Boy/Action Girl you will have 75% AP regen so don’t worry about the AP cost for Dodgy, you will have plenty of AP all the time. Since we are maxing out Agility we will get maximum benefit from Evasive which gives you 45 damage resistance and 45 energy resistance. Include Moving Target to boost your survivability up even further by another 45 Damage and Energy resist while you are sprinting. And you will want Marathoner to help sprint longer by reducing AP cost of sprinting by 40%. You will have to option to use AP to shield you from damage… AP for sprinting (which also reduces damage you take)… or you can use AP to use VATS to combo with your maxed Perception to do insane autoaim damage.
Luck isn’t something you’d think you need, until you’re in a PvP fight and you realize you want all the luck you can get. For those situations you want Serendipity on your side, because having 45% dodge chance while you are 35% health or lower will help keep you alive while you stim up. And since you’re a veteran killer, you know that in a real fight you sometimes have to make a Bloody Mess because 15% extra damage makes you a better DPS main.
All in all this is a DPS build that is meant to be played at medium to long range where you can comfortably mow down enemies with your insane DPS… occasionally you will want to throw grenades around corners when enemies take cover. In terms of play style, this is more for running and gunning but you could also sit behind cover and use your AP for VATS.

PS. In terms of damage output… with all these perks you will deal a bonus 75% damage with your automatic rifles, and ignore 36% of their armor and have a 9% chance to stagger them per bullet you are spraying. Your grenades will do 40% more damage. And you will be highly mobile and decently survivable.
