A Chems-Billy is a mutated hillbilly shotgun runner with an obsession for chems. Simple rifles build with Power Armor.
STR: With PA you will have 11 STR and even more if you modify your PA.

Strong tank with shotgun.
15 Strength: 45% less damage from melee attacks, 60 Damage resist. Shotgun and bashing damage.
3 Perception: Accuracy for shotguns. May switch to picklock when needed.
8 Endurance: 50 Damage and Energy resist. Reduced damage to limbs for melee fight vs stronge beasts.
4 Charisma: Reduce damage and and faster AP regen.
5 Intellect: Guns breaks slower. May switch to any other int perk when needed.
15 Agility: 45 Damage and Energy resist. Almost unbreakable armor, faster …
That is the pure support build. You just follow your close friends or family members, keep them alive and loot everything.
With 15 CHA you should share Gunsmith perk with them, so they will have 5 more perk points.
For First Aid perk don’t forget to split all your stimpacks.
Get all mutations.
Use shotguns and act like a tank if you have a lot of mobs around.
Build that focusses on rifles, late-game nuke resource farming, and basic survival and resupply.
SPECIAL is also high enough to equip a set of crafting cards to craft your own rifles, power armor, exotic weapons and regular armor.
Rather than a pure charisma build where the extra perk cards might not have any further influence into trading and generating items to sell or hoard, this build focused more on perks and strength, for weight management and hoarding and finding lots of loot.

This is the first build I’m going to try. I prefer stealth sniping at long ranges and swapping to VATS spam at medium to short ranges. At 15 Perception I’m not sure yet if VATs will be viable at longer ranges. Time will tell. If so this build could be broken. Here are my thoughts on the build:
